Under Afnic’s naming charter, .fr is reserved for individuals living in an EU member state, Iceland, Liechtenstein, Norway or Switzerland, and for organisations with their registered office or main place of business there. The holder must remain reachable, with a working phone number and e-mail address and accurate identity details.
A .fr name can be up to 63 characters long, using letters, digits and hyphens. It cannot start or end with a hyphen, nor have hyphens in both the 3rd and 4th positions. The charter sets no minimum length for .fr, and accented names are accepted.

When the holder is an individual, “restricted publication” applies by default: no personal data appears in WHOIS, only technical information (registrar, DNS servers). The data is only disclosed on a court order or legal requisition. Afnic also runs an RDAP service (rdap.nic.fr).

To change registrar, the holder gives the new provider the AUTH_INFO code supplied by the current one. The current registrar has 8 days to accept or object and may accept immediately; if it objects, it gets a further 22 days. According to Afnic, the transfer also changes the expiry date.
